Within the framework of the Action, financing will be earmarked for projects that promote collaborations/partnerships between businesses and research organizations. This Action concerns partnerships of businesses with Research Centers, Institutes or University Laboratories (Research Institutions / Research and Knowledge Dissemination Organizations) with the aim of developing innovative products or services in the priority areas – intervention/priority fields – as they emerged from the Business Discovery Process (BDP) in the Region of Thessaly for the period 2021-2027 and constitute the Regional Research, Technological Development and Innovation (ETAK) Endpoints for the Thessaly 2021-2027 (Regional Specialization of the National Smart Specialisation Strategy (ESEE) 2021-2027 for the Region of Thessaly).

Action in detail

The Public Expenditure of the Action amounts to a total of €8,000,000 and is co-financed by the European Regional Development Fund (ERDF) of the European Union and by National Participation. . The ERDF contributes to reducing disparities between the levels of development of the various regions and the backwardness of the least-favoured regions, by participating in the structural adjustment of regions whose development is lagging behind and in the transformation of industrial areas in decline, including sustainable development and addressing environmental challenges.
The subsidized budget of each investment plan can range from €100,000 to €300,000. If the submitted research project has a total subsidized budget of less than €100,000, then it will be deemed ineligible from the outset and will not be able to be submitted, while if it is greater than €300,000 it will not be able to be submitted to the OPSKE system. The maximum subsidized amount of the investment plan may not exceed said limit.
 
The action is aimed at enterprises with a focus on SMEs and research institutions active in the research and innovation ecosystem. The research projects proposed should concern research and development activities and in particular in the following categories: industrial research, experimental development, in order to be eligible for support. Large enterprises can only participate in the Action in collaborative projects in which it is absolutely necessary that at least one small and medium-sized enterprise (SME) participates.
A. For any business or entity that is treated as an enterprise - potential beneficiary
If it is active or intends to be active at the time of payment of the aid, in the Region of Thessaly, and will incur the corresponding expenses in the Region of Thessaly. 
If it has at least one (1) closed full (annual) financial year at the date of publication of the Action’s Call.
If there is no pending aid clawback order of the European Commission for unduly or unlawfully paid public aid.
If it keeps single or double-entry account books (former B or C category books) of the Tax Transaction Code (KFAS).
If the limit of the maximum number of applications for funding per independent enterprise (at the level of TIN/single beneficiary code of OPSKE) is met.
If it performs the research project in its facility within the Region of Thessaly.
B. For each research institution - potential beneficiary:
If the primary purpose of the institution is teaching and training, the independent conduct of basic research, industrial research or experimental development for expanding knowledge and better understanding, including collaborative R&D in the event that the research organisation engages in real cooperation
If the wide dissemination of results on a non-exclusive and non-discriminatory basis is provided for on the basis of such activities through teaching, databases, publications or open access software.
If the total profits from knowledge transfer activities, when carried out either by a department or by the research organisation (including their departments or subsidiaries) or jointly with or on behalf of other such bodies, are reinvested in the main activities of the research organisation.
In the event that the same Research Institution carries out activities of an economic and non-economic nature, if the two types of activities, as well as their expenses, financing and income from the provision of services or the sale of goods, are clearly separated by accounting monitoring.

C. For each of the "Other bodies treated as Research Organizations - potential beneficiary":

If it belongs to one of the following entities: 
I. Public Services, which belong to the Central Administration within the meaning of Article 14(1στ) of Law 4270/2014 (A' 143)
II. Public legal entities 
III. Private legal entities that have been established by Law or Presidential Decree and are subsidized by the State 
IV. Public-benefit foundations governed by Law 4182/2013.
If they meet the following conditions cumulatively: 
I. The Entity falls into one of the above categories and its main activities are not financial, according to the definition of Community law.
II. There is a provision for research activity in the Articles of Association of the institution 
III. The participation of the institution in the research project concerns non-economic activity of the Institution and:
α. The results of the research will be widely disseminated on a non-exclusive and non-discriminatory basis, for example through teaching, databases, publications or open access software, and
β. any profits arising from the project will be reinvested in the non-economic activities of the institution.
D. For the proposed research project, in total:
If the total budget of the project is within the limits set in the Action’s Call. 
If the total subsidized budget of the enterprises participating in the project is greater than or equal to 40% of the total subsidized budget of the Funding Application. The condition is checked in total (cumulatively) for all enterprises and other enterprises of the cooperative project.
If the limitation of the minimum number of enterprises participating in the project is maintained and at least one of the enterprises is an SME as per the definition of Annex I of the Regulation (EU) No. 651/2014.
in accordance with the relevant Annex to the Call (Annex II). 9. If the Beneficiaries carry out the research project in their facility, which is located within the geographical limits eligible by the Action. Specifically: a. the enterprises and other bodies that are treated as enterprises if they carry out their research work in their facility located within the Region of Thessaly and b. the Research institutions and other organizations that are treated as Research Institutions if they carry out the project in their facility located within the boundaries of the Greek territory.

 The main categories of expenditure covered by the Action are as follows: 
1. Personnel expenditure (Article 25 of Regulation (EU) No. 651/2014) 
The category includes staff fees (researchers and technicians) to the extent that they are employed in the project. These are expenses which concern: 
the regular staff of the beneficiary who are employed in the research facility during the year of the start of the project and are linked to the beneficiary by an employment relationship (full-time or part-time employment contract of indefinite duration, fixed-term employment contract)
the regular staff of the public sector, who are employed in the Act by decision of the competent body of the Beneficiary
temporary staff currently employed in new positions created as a direct consequence of the project either with a fixed-term full-time or part-time employment contract
scholarship holders in accordance with the conditions of Article 15(4) of the YAEKED 
natural persons with a project lease agreement, provided that the conditions of Article 15(3) of Decision No. 114947/01.12.2022 (Β 6132) (YAEKED). 

2. Uniform Rate for the Calculation of Eligible Project Costs

To cover the remaining eligible costs of the project, a uniform rate of 40% is used on the eligible direct personnel costs in accordance with the provisions of Article 56 of Regulation (EU) 2021/1060 and Article 34 of YAEKED. 
The eligible costs covered by the use of the single rate of 40% are the following: 
depreciation costs of instruments and equipment to the extent and for as long as they are used for the project
depreciation costs for buildings and stadiums to the extent and for as long as they are used for the project
costs for research on a contractual basis, knowledge and patents purchased or licensed from external sources in compliance with the principle of equal distances, as well as costs for consultancy and equivalent services used exclusively for the project
additional general expenses and other operating costs that are a direct result of the project.
 

The intensity of support of a beneficiary's research and development work is determined by the characterization of the research and development category and by the size of the enterprise.
