Within the framework of the Action, funding will be earmarked for projects that contribute to increasing the sustainability, productivity and efficiency of the country's aquaculture sector, and to enhancing the quality and added value of their products. In addition, the introduction of new species and innovative breeding methods is promoted, with the aim of further developing the sector and enhancing its sustainability. The action also contributes to the maintenance of existing jobs and the creation of new ones, strengthening the social and economic cohesion of the areas where aquaculture develops. Last, attaining the objectives of the Multiannual Strategic Plan for the Development of Aquaculture in Greece, as well as the specific objective 2.1 of priority 2 of PALYTH, is supported.

Action in detail

The Public Expenditure of the Action amounts to €71,000,000 and concerns the following two types of interventions:

1. Reducing the negative imprint and/or contributing to the positive imprint on the environment and contributing to a good environmental profile 
2. Promoting the conditions for economically sustainable, competitive and attractive fisheries, aquaculture and processing industries

The minimum budget of the submitted investment proposals – operations is set at the amount of €40,000 and must be respected at all stages (submission, integration, implementation, payment). Any investment proposal/operation with a budget lower than this amount will be rejected or dismissed.

The maximum budget of the submitted proposals is set at €4,000,000. 

In the event that the investment proposal/operation has a budget greater than this limit, the entire proposal and the total budget are subject to evaluation and monitoring-control, even though the excess expenses are not subsidized.

The duration of the implementation and completion of the submitted proposals is set at twenty-four (24) months from the date of issuance of the acceptance decision, with the possibility of extension up to twelve (12) months, in fully documented cases and after the submission of a relevant amendment request, in accordance with the procedure set out in this Call.

 

Existing enterprises (natural or legal persons or associations thereof, collective bodies and other organizations thereof or local government bodies) that are active in the aquaculture sector and have the responsibility for carrying out the operation submitted for financial aid, and that ultimately incur its cost.

This sector of the economy includes all activities related to the production of aquaculture products included under business activity code KAD 03.2 "Aquaculture", with the exception of KAD 03.22.15.01 "Breeding of ornamental fish".

 
The aid is provided to Beneficiaries who:
  • have in their name and in their possession the approvals and licenses provided for by the applicable institutional provisions for the establishment and operation of production enterprises,
  • meet the conditions for recognition and the operating rules of Regulation (EU) 1379/2013 (CMO) and hold the approvals and decisions of the competent authorities provided for by the applicable Union and national provisions, in the case of producer organisations, associations of producer organisations or inter-sector organisations.
  • their solvency and financial viability can be evidenced;
  • demonstrate the ability to cover their entire participation in the investment (own participation);
  • have not submitted an application for funding from a National or Union Program, for all or part of the proposed Operation;
  • have not submitted more than one application for the same production unit under the same Call.
  • comply with the conditions stated in paragraph 1, points a) to c) and paragraph 3, of Article 11 "Admissibility of applications", of Regulation (EU)2021/1139 and accompany their applications with the signed declaration in accordance with paragraph 6 of the same Article, (Template 4 of Solemn Declaration).

Purchase of abandoned and former industrial facilities
Landscaping Works 
Road construction – road opening projects
Port Projects
Building facilities (main and ancillary)
Waste treatment and disposal projects
Expenditure on supplementary income activities
Floating installations
Expenditure on protection from wild predators
Office and staff equipment
Costs for the production of energy from RES
Costs for the conversion of systems from open to closed water circulation circuit 
Laboratory Equipment
Company Security Systems
Means of transport (Land and watercraft)
Quality improvement studies
Expenditure for the purchase of
progeny and/or spawners
Equipment for the processing, packaging and maintenance of the products produced
Equipment for the sanitation, packaging and shipping process of shellfish
Other Equipment and Machinery

The eligible costs are detailed in the Call File.
 

The percentages of Public Expenditure and Private Participation of the Operations that will be included for financing range from 50% to 85%, depending on the specific case and based on factors such as the size of the business, the type of investment, and the location where the investment is carried out, as defined in the program’s Call for Proposals.
