Strengthening entrepreneurship - Tourism & agricultural products

North Aegean 2021-2027 Program

The Action aims to strengthen entrepreneurship and competitiveness of businesses in the North Aegean, with emphasis on the development and upgrading of tourism activity and the secondary processing of agricultural products. Through supporting investment plans, the Action also aims to upgrade businesses and strengthen their productive activity, contributing to the development of the Region.

Public expenditure is co-financed by the European Regional Development Fund (ERDF) of the European Union and by National Participation.

 

Action in detail

The budget of the Action's public expenditure amounts to €8,000,000.00 with the possibility of overcommitment of up to 150% per sub-action. The subsidised budget ranges from €10,000 to €300,000. 

The deadline for completion of the financed investments cannot exceed thirty (30) months from the date of approval of the financing application. 

 

The Call is addressed to existing micro, small and medium-sized enterprises, whose investment plan will be implemented exclusively within the geographical boundaries of the following regions depending on the selection of sub-action:

  •  MUNICIPAL UNIT OF CHIOS 
  • MUNICIPAL COMMUNITY OF MYTILINI 
  • MUNICIPALITY OF FOURNOI KORSEON 
  • MUNICIPALITY OF AGIOS EFSTRATIOS 
  • MUNICIPALITY OF THE HEROIC PSARA ISLAND 
  • MUNICIPALITY OF OINOUSSES 
  • MUNICIPALITY OF IKARIA 

  • The beneficiaries who will choose the sub-actions “Connection with Tourism / Culture Tourism / Culture (Development of Value Chains) _ Mytilini Sustainable Urban Development (SUD)” and “Utilization of agricultural production (secondary processing) _ Mytilini SUD” must have an existing facility in the Municipal Community of Mytilini by 31/12/2025.
  •  The beneficiaries who will choose the sub-actions “Connection with Tourism / Culture (Development of Value Chains) _Chios SUD” and “Utilization of agricultural production (secondary processing)_Chios SUD” must have an existing facility in the Municipal Unit of Chios by 31/12/2025. 
  • They must have at least two (2) complete business years (2023-2024) prior to the date of online submission of the financing application.
  • For the beneficiaries who will select the sub-actions “Connection with Tourism / Culture Tourism / Culture (Development of Value Chains)_Mytilini SUD” & “Utilization of agricultural production (secondary processing)_Mytilini SUD” and “Connection with Tourism / Culture (Development of Value Chains) _Chios SUD” & “Utilization of agricultural production (secondary processing)_Chios SUD”, the investment plan should concern at least one of the eligible activity sectors (KAD) per sub-action of ANNEX XI: ELIGIBLE ACTIVITY SECTORS (KAD), which the business must have by 31/12/2025. 
  • For the beneficiaries who will select the sub-actions “Connection with Tourism / Culture Tourism / Culture (Development of Value Chains) _ Integrated Territorial Investment in Small Islands” and “Utilization of agricultural production (secondary processing)_ Integrated Territorial Investment in Small Islands”, the proposed investment plan should concern at least one of the eligible KAD per sub-action of ANNEX XI: ELIGIBLE ACTIVITY SECTORS (KAD), which the business must have before the first disbursement of the subsidy. 
    They must provide evidence that Private Participation in the proposed investment plan has been secured at a rate of at least 30% of the Total Budget, without this changing the total amount of the required private participation resulting from the subsidy rate. in accordance with Annex II: SUPPORTING DOCUMENTS FOR SUBMISSION/INCLUSION under the Call.
  • In order to improve the environmental footprint, the funding application must include costs that contribute to the Protection of the Environment and Energy Saving (02.21 Equipment for Energy Efficiency / Energy Saving Improvement & Building Interventions 03.10), at a rate of at least 10% of the subsidised budget. 
  • They should operate legally 
  • They must exclusively operate under one of the following forms of business: Sole Proprietorship, General Partnership (O.E.), Limited Partnership (E.E.), Limited Partnership, Limited Liability Company (Ltd.), Single-Member Limited Liability Company, Société Anonyme (S.A.), Limited Liability Civil Cooperative Enterprise, Unlimited Liability Civil Cooperative Enterprise, Social Cooperative Enterprise under Law 4430/2016 as in force (KOINSEP), Agricultural Cooperative, Pleasure Craft Marine Company (NEPA), Single Member Societe Anonyme, Private Capital Company (I.K.E.), Single Member Private Capital Company (MIKE), Limited Liability Social Cooperative (KOI.S.P.E.). 
  • They must be registered in the Beneficial Ownership Register of Article 20 Law 4557/2018 (A 139), as in force. 
  • They must meet all the conditions for the application of Regulation (EU) 2831/2023 (OJ L 15.12.2023) (De Minimis) on which the Action is based. More specifically, the total amount of de minimis aid granted per Member State to a single undertaking does not exceed the amount of €300,000 over the last three years (calculated over three years on a rolling calendar basis).
  • They must not have completed or fully implemented the physical object of the investment before submitting the funding application. 
  • They must undertake that, until the completion of the investment and depending on the type and nature of the proposed Action, they will ensure appropriate interventions so as to guarantee access for persons with disabilities (PwD) to building infrastructure, services, and electronic environments. 
  • In the event that the action “Connection with Tourism / Culture” is selected, the investment should not concern the construction, expansion and modernization of main tourist accommodation of less than 3 stars or 12 beds and in non-main hotel accommodation less than 3 keys or 8 beds for the areas concerning the Municipal Unit of Chios and the Municipal Community of Mytilini (the restriction does not apply to the Integrated Territorial Investment in Small Islands). 
  • They must undertake that they will not proceed with a reduction in employment (Annual Work Units) after the end of the implementation of the investment, for one year in relation to the employment of the year 2024. 

    Note: 
  • The above conditions must be met in their entirety. Failure to meet one or more of them or the incomplete or non-existent documentation for their satisfaction, are grounds for exclusion of the investment plan and therefore a reason for its rejection.
  • The overall terms and conditions for the participation of beneficiaries are presented in detail in the Action's Call. 
 

The main expenses covered by the Program relate to:

  • Costs of Equipment, Means of Transport & Instruments
  • Expenses for Buildings, Facilities & Surrounding Area
  • Expenses for the Provision of Services
  • Indirect Costs 

Note:

  • The start date for eligibility of expenditure is defined as the date of publication of the Action’s Call for Applications. Expenditure incurred before the start of eligibility of expenditure (even if the contract has not been invoiced) is not eligible. 
  • The deadline for the eligibility of expenditure is defined as the deadline for the completion of the operation, i.e. thirty (30) months from the date of approval of the funding application. 
  • Eligible costs are detailed in the Action's Call. 
 

The Public Expenditure for all investment plans is as follows: 

  • “Connection with Tourism / Culture (Development of Value Chains) _Chios SUD & Mytilini SUD” 50% 
  • “Utilization of agricultural production (secondary processing) _Chios SUD & Mytilini SUD” 70% 
  • “Connection with Tourism / Culture (Development of Value Chains & Utilization of agricultural production (secondary processing)_Integrated Territorial Investment in Small Islands"
    70% of the subsidised budget, while the remaining amount is covered by private participation.

IN THE INVESTMENT APPLICATION PHASE 

Before final submission of the application to the ISAMIS system, we can explore options for financing your business's own participation in the investment (loan pre-approval or approval, or loan agreement). 

It is pointed out that a submitted supporting document should be dated earlier than the date of submission of the funding application. 

The way of securing private participation, either through own funds or through a combination of own funds and confirmed bank lending, constitutes an evaluation criterion. The application receives the highest score when private participation covers at least 70% of the budget. 

 

AT THE IMPLEMENTATION PHASE OF THE INVESTMENT BY MEANS OF THE PROGRAM

  • Support in finding the appropriate financial tool to cover private participation, tailored to the needs of your enterprise. 
  • Short-term (bridge) financing through the assignment of public funding, in accordance with the terms of the detailed Call.
  • Issuance of a Letter of Guarantee for an advance payment of up to 40% of the public funding. The advance payment Letter of Guarantee is issued in favour of the national body with an indefinite period of validity.
