What changes have been made to payments

On 14 September 2019, Commission Delegated Regulation (EU) 2018/389 supplementing Directive (EU) 2015/2366 on payment services (PSD2 – L 4537/2018) came into effect, pursuant to which new security requirements for transactions made with cards (debit, credit and prepaid) in an e-commerce environment are set for Greece and Europe-wide1. The said Regulation aims, inter alia, to further protect users, making it mandatory to use more data for strong authentication, i.e. customer identification before completion of payment.

 

What data ensure strong customer authentication

According to the said Regulation, strong customer authentication is a control process that identifies the cardholder on the basis of the use of at least two of the following three elements:

  • An element that only you know (e.g. Password)
  • An element that is in your possession (e.g. Mobile phone)
  • Biometric data (e.g. fingerprint)

    So, from 01.01.21 for some e-commerce transactions, depending on the amount and other transaction features, it is no longer enough to enter the card data (number, expiry date, three digit security code); you also need to enter two security elements: As of 01.04.2021 One-Time Passwords (OTPs) are not any longer used as an authentication method for ecommerce transactions with a card.

  • 3 alternative options of strong customer authentication for electronic payments

    Here at NBG we have created 3 alternative options by which you can enjoy easy, fast and secure strong customer authentication in your e-commerce transactions.

    1. Through Mobile Banking

    Transactions you carry out that require Strong Customer Authentication (SCA) you can approve using NBG's Mobile Banking app.

    2. Through Internet Banking

    As registered users of NBG's i-bank Internet Banking service, you can henceforth complete the strong authentication procedure for your transactions by using your login credentials.

    3. Through NBG Authenticator

    Through NBG's new Authenticator app you can approve e-commerce transactions that require your strong authentication, even if you are not a registered user of NBG's Internet & Mobile Banking services.

    • What changes will there be in e-commerce transactions?
      • By virtue of the said Regulation, strong customer authentication is required to complete e-commerce transactions, depending on the amount and other transaction features. Such authentication will be achieved by using at least two of the following elements: mobile telephone, fingerprint, face recognition, security codes and OTP.
      • Moreover, specifically for the e-commerce environment we are implementing a minimum security limit per transaction that will not require strong authentication, combined with the application of a cumulative limit for consecutive transactions, the overreach of which will require strong verification of user identity.
    • What is the minimum threshold for e-commerce transactions without strong authentication?
      In alignment with legislative and regulatory requirements, NBG applies a maximum e-commerce transaction limit of €30, under which strong authentication is not required, and a cumulative limit of €100 for consecutive transactions (up to €30) without strong authentication.
    • What happens if an online transaction exceeds €30?
      Any card transaction over €30 that you make within an e-commerce environment requires your strong authentication. So, NBG will ask you to confirm through the new ID authentication process that you are indeed the person effecting the transaction.
    • What happens if the online transactions under €30 add up to €100?
      At your next e-commerce card transaction, NBG will ask you to confirm that you are making the transaction. From that moment on, the new calculation of the cumulative limit commences again from zero for the specific card.
    • How will the strong verification of the user's identity be carried out with NBG cards?
      National Bank provides 3 alternative SCA options for electronic payments:
       1. Through Mobile Banking
       2. Through Internet Banking
       3. Through NBG Authenticator  
    • I don’t have access codes for Internet & Mobile Banking.

    • I only have an NBG prepaid card  
      If you're a cardholder of an NBG prepaid card, you can install the NBG Authenticator app and create an account using the specific card to enjoy strong customer authentication in your e-commerce transactions.
    • I only have an NBG credit card.
      If you only hold an NBG credit card, you can visit any NBG branch and issue Internet/Mobile Banking login credentials or you can install the NBG Authenticator app and create an account using the specific card to enjoy strong customer authentication in your e-commerce transactions.
    • What mobile phone do I need to have in order to install the Mobile Banking or NBG Authenticator apps?
      You will need to have a smartphone with Android or iOS software.
    • If I don't have a smartphone, how do I install the app? 
      If you don't have a smartphone with Android or iOS software, you won't be able to install the Bank’s apps, as is the case with most financial apps. You can however still enjoy strong customer authentication in your e-commerce transactions through Internet Banking.
